On November 10, 2005 the FCC released the first Report and Order (R&O) and a Further Notice of Proposed Rule Making (FNPRM) related to the EAS NPRM 04-296.
The first part of this action was designed to ensure that the EAS would be implemented by a number of newer media services such as Digital Television, Digital Cable, Digital Radio, satellite radio providers (XM and Sirius) as well as Direct-to-Home satellite services.
For Radio and TV Broadcasters, starting December 31, 2006, EAS messages must be carried on all-streams.
The FNPRM deals with a number of un-resolved issues for which the FCC seeks comments and additional input. SBE’s EAS and FCC Liaison Committees are carefully studying this material as they determine how the Society should respond. Historically, the SBE has played an active role in the EAS, in the interest of helping SBE members implement the system.
